Preheat your oven to 375°F (190°C). Grease a 9x13-inch baking dish with butter or nonstick spray.
Peel the turnips and slice them thinly into 1/4-inch rounds. Set them aside.
Bring a large pot of water to a boil and add 1 teaspoon of salt. Add the sliced turnips and blanch them for 5 minutes to soften. Drain well and pat dry with paper towels.
In a medium saucepan, melt 4 tablespoons of butter over medium heat. Whisk in the flour and cook for 1 minute, stirring constantly, to remove the raw flour taste.
Gradually whisk in the milk, ensuring there are no lumps. Cook, stirring constantly, until the mixture thickens and coats the back of a spoon (about 3-4 minutes).
Reduce the heat to low and stir in the shredded cheddar cheese, grated Parmesan cheese, 1/2 teaspoon of black pepper, and 1/2 teaspoon of garlic powder. Stir until the cheese is melted and the sauce is smooth.
Layer half of the turnip slices in the prepared baking dish. Pour half of the cheese sauce over the turnips and spread evenly. Repeat with the remaining turnip slices and cheese sauce.
In a small bowl, combine the panko bread crumbs with 2 tablespoons of olive oil and mix well. Sprinkle the breadcrumb mixture evenly over the top of the casserole.
Bake in the preheated oven for 25-30 minutes, or until the casserole is bubbling and the breadcrumb topping is golden brown.
Remove the casserole from the oven and let it rest for 5 minutes. Sprinkle freshly chopped parsley over the top before serving.
