In a large mixing bowl, combine rice flour, tapioca flour, and cornstarch. Gradually add 400 ml of water, stirring constantly until you achieve a smooth batter.
Add 1 tablespoon of cooking oil and 0.5 teaspoon of salt to the batter, and mix well.
Prepare a steaming setup with a large pot or wok with a lid, add a steaming rack, and fill with water just below the rack. Bring the water to a rolling boil.
Lightly oil a shallow rectangular pan or tray that will fit inside your steaming setup.
Pour a thin layer of the batter (approximately 1 ladle) into the oiled pan, swirling to cover evenly.
Place the tray onto the steaming rack, cover the pot with a lid, and steam for about 2-3 minutes or until the noodle sheet becomes translucent.
Remove the tray carefully using oven mitts or tongs. Allow the sheet to cool slightly, and gently use a spatula to lift one end and roll it into a cylindrical shape. Repeat the process with the remaining batter.
