Preheat your oven to 400°F (200°C).
In a large skillet or saucepan, melt the butter over medium heat. Add the diced onion, celery, and carrots, and sauté until the vegetables are softened, about 5 minutes.
Stir in the flour and cook for 1–2 minutes, stirring constantly, to form a roux.
Gradually whisk in the seafood or chicken stock, followed by the heavy cream. Cook, stirring constantly, until the mixture thickens, about 5–7 minutes.
Add Old Bay seasoning, kosher salt, and black pepper. Stir to combine.
Gently fold in the crab meat, peas, and parsley. Remove from heat.
Transfer the crab mixture to a 9-inch pie dish or individual ramekins if making single servings.
Roll out the puff pastry on a lightly floured surface and cut it to fit over the top of the pie dish or ramekins. Leave a slight overhang.
In a small bowl, whisk together the egg and water to make an egg wash. Brush the edges of the pie dish with the egg wash, then place the puff pastry over the top, pressing down lightly on the edges to seal.
