In a large mixing bowl, sift together the all-purpose flour, baking powder, baking soda, salt, and sugar.
Add the plain yogurt, warm milk, and vegetable oil to the dry ingredients. Mix thoroughly to form a soft dough.
If the dough feels too dry, gradually add the water, one tablespoon at a time, until it comes together and is pliable but not sticky.
Knead the dough for about 8-10 minutes on a lightly floured surface until it becomes smooth and elastic.
Place the dough in a lightly greased bowl, cover it with a damp kitchen towel, and let it rest for 2 hours to allow it to soften and become easier to work with.
After the resting period, divide the dough into 6 equal portions and roll each portion into a smooth ball.
Preheat a skillet or tawa over medium heat.
Flatten one of the dough balls into a disc, then roll it out into an oval or round shape approximately 1/4-inch thick.
Optional: Sprinkle a small amount of nigella seeds or chopped cilantro onto one side of the rolled-out dough. Gently press it in to ensure it sticks.
Place the rolled-out dough on the hot skillet, seed-side up if using, and cook for 1-2 minutes or until bubbles begin to form.
Flip the kulcha and cook the other side for another 1-2 minutes or until golden brown spots appear.
Optional: Brush the cooked kulcha with melted butter for added flavor.
Repeat the rolling and cooking process for the remaining dough balls.
