In a mixing bowl, combine the all-purpose flour, instant yeast, and sugar. Gradually add warm milk and vegetable oil while mixing until a dough forms.
Knead the dough for 8-10 minutes on a floured surface until smooth and elastic. Place the dough in a greased bowl, cover with a damp cloth, and let rise in a warm place for 1 hour or until doubled in size.
