Preheat your oven to 350°F (175°C) and grease a 9-inch round cake pan. Line the bottom with parchment paper for easy removal.
In a small saucepan, bring the milk to a simmer over medium heat. Remove from heat, add the chai tea bags, and let steep for 10 minutes. Discard the tea bags and let the milk cool.
In a medium bowl, whisk together the flour, baking powder, baking soda, cinnamon, cardamom, ginger, and cloves. Set aside.
In a large bowl, using an electric mixer or a hand whisk, cream the softened butter, granulated sugar, and brown sugar together until light and fluffy, about 3 minutes.
Add the eggs one at a time, beating well after each addition. Mix in the vanilla extract.
Gradually add the dry ingredients to the wet mixture in three additions, alternating with the cooled chai-infused milk, starting and ending with the dry ingredients. Mix just until combined.
