Wash, peel, and grate the carrots. Set them aside.
Heat a heavy-bottomed pan or kadhai over medium heat. Add the grated carrots and dry roast them for 5-6 minutes until they release their raw aroma.
Pour in the milk and stir well. Let the mixture come to a boil, then lower the heat and simmer. Cook the carrots with the milk, stirring occasionally to prevent sticking, until all the milk evaporates.
Once the milk has been absorbed, add the sugar and mix well. Cook for 5-7 minutes until the sugar dissolves and the mixture thickens further.
In a separate small pan, heat the ghee. Fry the cashews, almonds, and raisins until the nuts are golden and the raisins puff up.
Add the ghee along with the fried nuts and raisins to the carrot mixture. Stir well to combine.
Sprinkle the cardamom powder into the halva and stir. Let it cook for 2-3 more minutes so the flavors meld together.
