In a large mixing bowl, whisk together the all-purpose flour, granulated sugar, brown sugar, baking powder, baking soda, ground cinnamon, ground nutmeg, and salt until evenly combined.
In a medium bowl, whisk together the vegetable oil, eggs, and vanilla extract until smooth and emulsified.
