Rinse the rice under cold water until the water runs clear. Set aside.
In a medium saucepan, bring the 3 cups of water to a boil. Add the rinsed rice, cover, and reduce the heat to low. Cook for about 15 minutes or until the rice is tender and the water is absorbed. Remove from heat and let stand, covered, for 5 minutes. Fluff with a fork and set aside.
Heat the olive oil in a large skillet or Dutch oven over medium heat.
Add the ground pork and chicken livers to the skillet. Cook for 7–10 minutes, breaking up the meat with a spoon, until fully cooked and browned. Remove the meat with a slotted spoon and set aside, leaving the drippings in the skillet.
Add the onion, bell pepper, and celery to the skillet. Sauté for 5 minutes, stirring occasionally, until the vegetables are softened.
Add the minced garlic and cook for an additional minute until fragrant.
Stir in the Cajun seasoning, paprika, thyme, and black pepper. Cook for 1 minute to bloom the spices.
Return the cooked pork and chicken livers to the skillet. Stir to combine.
Pour in the chicken broth and bring to a simmer. Cook for 5 minutes, allowing the flavors to meld and the liquid to reduce slightly.
Add the cooked rice to the skillet, mixing well to fully incorporate it with the meat and vegetable mixture.
Stir in the green onions and parsley. Cook for 2 more minutes to warm through.
Taste and adjust seasoning with salt, if necessary.
Serve hot as a side dish or a main dish. Enjoy your Cajun Dirty Rice!
