Bring a large pot of water to a boil. Carefully remove the core of the cabbage, keeping the leaves intact. Blanch the entire head of cabbage in boiling water for 2-3 minutes to soften the leaves. Gently peel off the leaves one by one, and set aside on a plate.
Cook the white rice according to package instructions and let it cool slightly.
Finely dice the onion and mince the garlic. In a skillet, heat 1 tablespoon of olive oil over medium heat and sauté the onions until translucent, about 3-4 minutes. Add the minced garlic and cook for 1 more minute. Remove from heat.
In a large mixing bowl, combine the ground beef, cooked rice, sautéed onion and garlic, egg, paprika, oregano, 1 teaspoon of salt, and 1/2 teaspoon of black pepper. Mix together until fully incorporated.

Pour the remaining tomato sauce mixture evenly over the cabbage rolls, ensuring they are fully covered.
