Preheat your oven to 375°F (190°C) and grease a 9x13-inch baking dish.
In a medium bowl, whisk together the eggs, milk, salt, and black pepper until fully combined. Set aside.
In a large skillet over medium heat, cook the breakfast sausage until browned and fully cooked through, breaking it up with a spoon as it cooks. Remove the sausage from the skillet and set it aside, leaving any grease in the pan.
Add the vegetable oil to the same skillet and heat over medium-high. Add the diced red bell pepper, green bell pepper, and onion. Sauté for 4-5 minutes or until the vegetables are softened. Remove from the heat and set aside.
In the prepared baking dish, layer 1.5 cups of the frozen hash browns evenly across the base.
Sprinkle half of the cooked sausage over the hash browns, followed by half of the sautéed vegetables.
