Preheat your oven to 180°C (350°F) and line a baking tray with parchment paper.
In a large mixing bowl, combine the all-purpose flour, sugar, baking powder, salt, and ground anise seed.
Cut the butter into small cubes and rub it into the flour mixture using your fingers or a pastry blender until the mixture resembles coarse crumbs.
In a separate bowl, whisk together the eggs, orange zest, orange juice, and vanilla extract.
Make a well in the center of the dry ingredients and pour in the wet ingredients. Mix gently with a spatula until the dough starts to come together.
If using raisins, fold them in at this stage.
Transfer the dough to a lightly floured surface and knead it gently for 1-2 minutes until smooth. Do not overwork the dough.
