Preheat your oven to 180°C (350°F).
Heat the vegetable oil in a large skillet over medium heat. Add the chopped onion and sauté until soft and translucent, about 5 minutes. Add the minced garlic and cook for another minute.
Add the ground beef or lamb to the skillet, breaking it up with a wooden spoon. Cook until browned, about 8 minutes. Drain off any excess fat if necessary.
While the meat cooks, soak the bread slices in 1/2 cup of milk until softened. Squeeze out the excess milk and crumble the bread into small pieces.
Add the soaked bread to the skillet along with the curry powder, turmeric, coriander, cinnamon, fruit chutney, lemon juice, raisins, salt, and black pepper. Mix well to combine. Remove the skillet from heat.
Transfer the meat mixture to a greased baking dish and smooth out the top.
In a small bowl, whisk together the remaining 1/2 cup of milk and the eggs until well combined. Pour this egg mixture evenly over the meat mixture in the baking dish.
Press the bay leaves lightly into the custard topping for added flavor.
Bake in the preheated oven for 40-50 minutes, or until the custard is set and golden brown on top.
Remove the bobotie from the oven and let it rest for 5 minutes before serving.
Serve warm with yellow rice, chutney, and a side of vegetables or salad.
