Prepare the syrup first to allow it time to cool. In a small saucepan, combine the sugar, water (120 ml), and lemon juice. Place over medium heat and cook until the sugar dissolves and the mixture thickens slightly (about 8-10 minutes). Remove from heat and stir in the orange blossom water or rose water. Set aside to cool.
In a medium saucepan, combine 250 ml water, the butter, and salt. Bring the mixture to a boil over medium heat.
