In a large mixing bowl, combine the all-purpose flour, baking powder, baking soda, and salt. Mix well to ensure even distribution of the dry ingredients.
Add coconut sugar and stir until evenly combined.
In a small bowl, mix the warm water and neutral oil. Gradually pour this mixture into the dry ingredients while mixing slowly with a spatula or your hands until a shaggy dough forms.
