Preheat your oven to 375°F (190°C).
Peel the onions and slice them into thin rings.
In a large skillet, melt the butter over medium heat. Add the onion slices and sauté for 10-12 minutes, stirring occasionally, until they become soft and translucent. Remove from heat.
In a medium saucepan over medium heat, whisk together the flour and butter until a smooth paste forms. Slowly add the milk and heavy cream, whisking constantly to avoid lumps.
Cook the milk mixture for 4-5 minutes, stirring often, until it thickens slightly. Season the mixture with salt, black pepper, and garlic powder.
Grease a 9x9-inch casserole dish. Spread half the sautéed onions in the bottom of the dish.
Pour half of the cream mixture over the onions. Add a layer of grated cheddar cheese.
Repeat the layering: add the remaining onions, then pour over the rest of the cream mixture, and top with another layer of grated cheddar cheese.
In a small bowl, combine the panko breadcrumbs with olive oil and mix until evenly coated. Sprinkle this mixture over the top of the casserole.
Bake in the preheated oven for 25-30 minutes, or until the top is golden and bubbling.
Remove the casserole from the oven and allow it to rest for 5 minutes before serving.
Garnish with fresh parsley, if desired, and serve warm.
