Bring 3 liters of water to a boil in a large pot. Add 1 teaspoon of salt to the water.
Once the water is boiling, add the spaghetti and cook according to the package instructions until al dente (about 8–10 minutes). Reserve 1 cup of pasta cooking water and drain the rest.
While the pasta cooks, heat 2 tablespoons of olive oil in a large skillet over medium heat.
Mince the garlic cloves and add them to the skillet. Sauté for 1–2 minutes until fragrant, but be careful not to burn the garlic.
Add the cherry tomatoes to the skillet and cook for about 5 minutes, stirring occasionally, until they begin to soften and release their juices.
Reduce the heat to low and gently mash the cherry tomatoes with a fork or spoon to create a chunky sauce.
Pour the heavy cream into the skillet, stir to combine, and cook for another 2 minutes to allow the sauce to thicken slightly.
Add the Parmesan cheese, red chili flakes, black pepper, and a small pinch of salt to taste. Stir until the Parmesan is fully melted and the sauce is smooth.
Add the cooked spaghetti to the skillet, tossing it gently to coat it evenly in the sauce. If the sauce is too thick, add a bit of the reserved pasta water, 1 tablespoon at a time, until the desired consistency is reached.
Chop the fresh basil leaves and sprinkle them over the pasta. Toss gently to incorporate.
Serve the pasta immediately with additional grated Parmesan on top, if desired.
