Preheat your oven to 375°F (190°C) and lightly grease a 9x13-inch baking dish with non-stick cooking spray.
Peel and dice the potatoes into large chunks. Place them in a pot of salted water and bring to a boil. Cook for about 15 minutes, or until the potatoes are tender.
Drain the potatoes and return them to the pot. Add 3 tablespoons of butter, the milk, 1 teaspoon of salt, and 1/2 teaspoon of pepper. Mash until smooth and set aside.
Heat 1 tablespoon of olive oil in a large skillet over medium heat. Add the breakfast sausage, breaking it into small crumbles as it cooks.
Once the sausage is browned and cooked through, add the diced onion and cook for another 5 minutes, or until the onion is soft and translucent. Remove from heat.
In a bowl, whisk the eggs with 1/2 teaspoon of salt and 1/2 teaspoon of pepper. Heat a clean non-stick skillet over medium heat and add 1 tablespoon of butter. Scramble the eggs until just set, then remove from heat.
To assemble the dish, spread the cooked sausage and onion mixture evenly in the bottom of the prepared baking dish.
Layer the scrambled eggs over the sausage mixture, followed by an even layer of the mashed potatoes. Smooth out the potatoes with a spatula.
Sprinkle the shredded cheddar cheese on top of the potatoes.
Bake in the preheated oven for 20 minutes, or until the cheese is melted and slightly golden.
Remove from the oven and let cool for 5 minutes. Garnish with chopped scallions before serving.
